There are two ways you can report fraud on eBay here;

1) Make / publish your report here, then send the URL of your report to eBay using their report pages / email address.
2) Make your report to eBay Customer Services using their forms and then publish the text / facts of this here.

Q: Which is the better method?
A: The first option, number 1.
Q: Why?
A: Because you are notifying eBay your report is in the public domain and that you intend / are likely to publish their response / actions / inactions, so they are likely to react more diligently. You are also notifying them of what you have published, so if they have any objection (e.g. in case they believe the way you state your claim is defamatory) they can let you know.
